The seminar investigates the links between Arts and transformation processes of society. Part of this will be the postcolonial debate and needed steps of cultural policy planning...... Since many years UNESCO follows a reflection on culture-political issues in development cooperation. The promotion of the cultural sector is understood as an essential component of a sustainable society development. Several donor countries, the Goethe-Institut and GIZ, various NGOs and not least the European Commission have developed concepts for cultural promotion in developing countries and operate a variety of projects, programs and initiatives. The seminar provides a basic insight into this discussion process. Therein we want to compare concepts and projects aiming to collect aspects of a culture politically motivated development theory.
